Service - Property Owners

  • If you have recently purchased a home and went through a local title company, you may already have an account with PID. Please contact the District office at 530-877-4971 if you would like to verify that you have an open account with us.

  • Because PID bills directly to the owner of a property, a water service is never canceled unless there is a transfer of ownership or the owner requests the meter be permanently removed. If a local title company is used, the transfer is done automatically. However, in the case where a private transfer has occurred, or you are using a title company outside of Paradise, we will require a copy of the recorded document naming the current owner. If you are going through a foreclosure, the District will require the name of the financial institute foreclosing and the foreclosure document.

    Unless a meter is permanently removed (allowed in cases of lot merge where the meter service would be duplicated), water service is subject to a readiness-to-serve fee. The fee for an unused and sealed meter is half the regular monthly service charge and a one-time $20 fee to seal the meter. Only the owner of the property can request that the meter be sealed. Contact the District office to discuss options for permanently discontinuing service.

  • Your account name must match the name recorded with Butte County as the owner of the property. If you have recently changed your name, or have named another person as a joint tenant, the District will change its records when a copy of the recorded document showing the change is brought to the District office.

  • Only the property owners are allowed to make changes to the water services, however, if you wish to have another person authorize changes in your water service, we will require a signed agreement from you the owner, and the person named to authorize any arrangements made. If you are a person caring for a loved one, and in possession of a power of attorney document, you may bring the documentation to the District office, and we will change our records accordingly.

  • In the case where an owner of a property is contracted with a property manager, there must also be a signed agreement made with PID authorizing the manager to make water decisions. Please contact the District office by calling 530-877-4971 for the contract agreement.

  • Tenants will need to have the property owner/ property managers contact PID to get you signed up to receive copies of the water bill.  Once an owner has authorized us to send you a bill you can contact the PID office to change your mailing address or to sign up for e-bills.

Wise Water Use Guidelines

  • No outdoor watering between noon and 6 pm.

  • No watering is allowed that is in a manner that, as determined at the discretion of PID, results in excessive runoff onto hard surfaces.

    Vehicle washing with potable water is only permissible with the use of a bucket and a hose with a shut-off nozzle.

  • Upon notification by PID, customer must repair leaks on customer side plumbing. 

    Customers are encouraged to sign up for DropCountr to monitor water use and receive leak alerts.  

    Occurrences of non-compliance, reported to, or observed by a District representative will be followed by a mailed or written warning. Only one such warning will be issued. Second and subsequent violations, observed by a District representative, will result in a personally delivered or mailed written notice of a $25.00 Quantity Surcharge to appear on the next water bill.

New State Water Guidelines

  • Starting in 2023, urban water suppliers (such as PID) will be required to submit a calculated urban water-use objective to the state. Urban water suppliers will be required to meet their water use objective by 2027, or face the possibility of fines. The urban water use objective will be based on customer residential water use efficiency standards for indoor and outdoor water use, and system-wide water loss standards.

  • No. The bills establish possible fines, starting in 2024, on local water agencies that do not meet their water-use objectives. These fines would be levied on the agencies, not individuals.

  • No. The water-use objectives target PID and are based on our district's system-wide, aggregate water use. There is no requirement in these bills that individual households must adhere to a specific water-use standard.

  • Each year, PID will be responsible for making sure water use meets the objective and helping our customers use water more efficiently so PID can meet those objectives.

  • Standards will be calculated using water efficiency standards for indoor and outdoor water use that are developed through research and public input.

    The indoor calculation will initially be based on a provisional standard of 55 gallons of water a day per person in each household.

    The outdoor calculation is still being determined, but will account for local climate and the number of irrigable acres, including residential and commercial outdoor landscaping in the district's service area. Variances for special circumstances will also be allowed.

    In 2025, the indoor standard is provisionally scheduled to change to 52.5 gallons of water a day per person. In 2030, it is provisionally scheduled to change to 50 gallons of water a day per person.

    State water efficiency standards will use this calculation to develop an aggregate goal for PID. For example, a water agency that estimates it's serving a population of 2,500 people would have a water efficiency standard based on 2,500 X 55 gallons per day. Outdoor and system water loss calculations are still being determined.

  • Yes. By 2022, the state will adopt water use efficiency performance measures for various commercial, industrial and institutional (schools, parks, etc.) water users.
